Ex-Enugu lawmakers demand withdrawal of crowd control bill

A forum of former members of the Enugu State House of Assembly has called for the withdrawal of the proposed Enugu State Crowd Control and Management Agency Bill, 2026, warning that some provisions could undermine constitutional freedoms.

The former lawmakers said the bill, despite its stated objective of protecting lives and preventing stampedes, could impose excessive restrictions on peaceful gatherings and movement.

The position was contained in a statement issued in Abuja on Wednesday, October 7, 2026 by the forum’s chairman, Denge Josef Onoh, on behalf of its members.

Onoh said the forum had reviewed the bill and was concerned about provisions that could conflict with rights guaranteed under the 1999 Constitution.

He, however, defended the sponsor of the private member bill, Hon. Chima Obieze, describing him as an experienced legislator whose intention was to improve public safety.

“I don’t think the bill was politically motivated,” Onoh said, adding that “Obieze’s proposal was driven by a desire to prevent stampedes, safeguard lives and address vulnerabilities at event centres”.

The former lawmakers particularly raised concerns over the proposed definition of a “large gathering” as any gathering exceeding 100 people, as well as penalties ranging from N500,000 to N1m or six months’ imprisonment for holding such gatherings without government approval.

They argued that such provisions could affect ordinary activities such as weddings, funerals, community meetings and religious gatherings.

The forum also said the proposed bureaucratic requirements and perimeter controls could place an unnecessary burden on citizens exercising their constitutional right to movement and freedom of association.

Onoh said the timing of the proposed legislation was another concern, given the increasing political activities and preparations for political transitions in the state.

He said the public anxiety generated by the bill showed that many residents feared it could eventually be abused to restrict civil, religious or political gatherings.

“Timing is everything in governance,” Onoh said, urging the Assembly to consider the prevailing socio-political atmosphere before proceeding with the legislation.

The former lawmakers called on Obieze and the leadership of the current assembly to withdraw the bill, saying their intervention was aimed at preserving peace, democratic freedoms and the reputation of the legislature.

Onoh said the forum’s position was offered in good faith and based on the members’ collective legislative experience.

He urged the current lawmakers to prioritise “the immediate psychological and social peace” of Enugu residents, while considering measures to improve public safety. (The Guardian)
