The Federal Government has officially launched the Human Resource (HR) Modules of the Integrated Personnel and Payroll Information System (IPPIS), marking a major milestone in its drive to digitise workforce management and modernise the Federal Civil Service.
The launch in Abuja by the Office of the Head of the Civil Service of the Federation (OHCSF), is expected to strengthen transparency, improve personnel management, eliminate administrative inefficiencies and provide reliable workforce data for policy formulation and planning, the Director of Press and Public Relations, Mrs. Eno Olotu, said in a statement on Tuesday.
Speaking at the Go-Live ceremony, the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, described the initiative as a landmark achievement under the Federal Civil Service Reform Agenda.
She said the IPPIS HR Modules go beyond payroll administration, providing a comprehensive digital platform for managing the entire employee lifecycle, including biometric enrolment, onboarding, establishment management, employee mobility, payroll administration, self-service, HR and payroll variations, and workforce analytics.
According to her, the platform currently serves more than 508 Ministries, Departments and Agencies (MDAs), and will improve data integrity, eliminate duplication, automate approvals, strengthen internal controls and provide comprehensive audit trails.
Mrs. Walson-Jack also said the migration to a locally developed platform aligns with the Federal Government’s Nigeria First Policy by promoting indigenous technology, safeguarding government personnel data and reducing dependence on foreign software solutions.
Chairman of the Federal Civil Service Commission, Prof. Tunji Olaopa, said the launch represents the culmination of nearly two decades of reforms since the conception of IPPIS in 2006.
He noted that the new HR modules would enable more than 600,000 civil servants to access and manage their personnel records, download payslips, apply for leave online and support evidence-based workforce planning.
He also urged Ministries, Departments and Agencies to deploy digital ambassadors to drive adoption of the platform.
Managing Director of Soft Alliance and Resources Limited, Dr. Bisi Aina, said the deployment of the SoftSuite Human Capital Management platform reflects Nigeria’s growing technological capability and commitment to public sector innovation.
He said the solution would enhance governance, improve transparency and accountability, optimise workforce management and support efficient service delivery across the Federal Public Service.
Earlier, the Permanent Secretary, Career Management Office, OHCSF, Mrs. Nkiruka Jones-Nebo, described the launch as another significant step in the ongoing digital transformation of the Civil Service.
She commended the leadership of the Head of the Civil Service of the Federation for driving reforms aimed at modernising human resource management and strengthening institutional capacity.
The ceremony featured the formal Go-Live presentation by the implementing firm and was attended by Permanent Secretaries, senior government officials and civil servants from Ministries, Departments and Agencies across the country.
