Reps halt CBT for WAEC exams over infrastructure concerns

The House of Representatives has directed the Federal Ministry of Education and West African Examinations Council (WAEC) to suspend the planned commencement of Computer-Based Testing (CBT) for the 2026 examination. 

The House passed a resolution following a motion moved by Hon. Kelechi Wogu, who highlighted the challenges of implementing CBT in Nigeria, citing technical glitches and lack of infrastructure in schools. 

“The House is cognisant that computer-based examinations require fully equipped halls with functional computers, internet access, and constant electricity,” he said.

The lawmaker noted that most schools, particularly in rural areas, lack functional computers and qualified computer teachers. “About 25,500 schools nationwide are expected to present candidates for the 2026 examination, but most schools are not equipped,” he said.

Hon. Wogu warned that premature implementation of CBT could result in widespread failure, frustration, depression, and social vices among students. “A rushed transition to CBT is unrealistic,” he said.

The House recommended a minimum of three years of preparation before rolling out CBT in the 2029-2030 academic session. This would allow for adequate infrastructure development and training of teachers.

The House urged the Ministry of Education, in collaboration with state governments, to make provisions in the 2026, 2027, 2028, and 2029 budgets for the recruitment of computer teachers, construction of computer halls, and supply of standby generators.

The House mandated its Committees on Basic Examination Bodies, Digital and Information Technology, Basic Education and Services, and Labour, Employment and Productivity to interface with relevant stakeholders and report back within four weeks.

The House’s resolution suspends the implementation of CBT for WAEC exams until further notice. The decision aims to ensure that students are not disadvantaged due to lack of infrastructure and resources.
